Trading price of .30 seems a healthy 10X multiple on hard assets.

Cash, hard assets, price/book, none of that matters. You should be very pleased that the company has $3.5M in cash and almost no debt. Because they don't have to raise capital.
It's all about making money. This company is currently trading at a P/E of 2. Perhaps you have a problem if it trades at a P/E of 5 (70 cents-ish) but even then that's ridiculously cheap for a full reporting American company. Especially if there is some growth left.
I won't be surprised to see the stock tank closer to the .10 range
Not gonna happen. As I said before, I will buy up anything below .30. Well, someone is doing that already.
