Actually if you look at fda response and Dr B appointment - one can think that the issues raised by fda were difficult enough that Leo realized he cannot handle them so he delayed response and brought Dr B to handle the situation.

Once Dr B came on-board he did analysis of situation and asked Leo to change direction.
