Management believed the dismissal of Rosen suit would lead to a rebound in share price making Aspire financing work for funding B ABX. When that didn't pan out they delayed the start and informed shareholders. I don't see any issues here althouth disappointing I would prefer they didn't dilute at these levels for that much funding -25 million through Aspire.

Current plan appears to be wrapping up B-om and B-up to present a complete B-package for partnership...IMO
