Yes, they are always restricted:

... the newly issued shares are locked...


6 months from date of issue... anyway, there must be something of true significance coming if a PR will be devoted to it and for that many shares to be involved - 177Mx3.2cents=$5.664M or 177Mx$2=WOWZERZ!!!
