It's a shelf registration, they may not even tap it. They have plenty of cash currently. Maybe they put it out there in case the stock spikes to $3-4 plus on a crazy run, who knows. PPS held today, that bodes well as it appears the market does not see this going much lower since they trade well below cash levels currently.
