I don't really know. "Possession" could be just about anything, but "simple possession and casual exchange" suggests a small amount of pot. We don't know what happened with the case; maybe Rue got off with a fine.

Maybe Rue just didn't like the SEC.

Well, if so, it must have been a long-simmering anger. He worked for SEC Enforcement from 1990 till 2012.
