First, the judge will (probably; he hasn't ruled yet) order Tracy to comply with the subpoenas. If Tracy fails to do that, then the SEC could ask for contempt sanctions. I think it's likely the judge would go for civil contempt initially, though you never know. Bench warrants have been issued for less.
