Ive posted the logic behind it before...but to summarize, thats how long it takes for filing to the Supreme Court, Supreme Court to decide whether to hear the case and Supreme Court to rule.

Minimum 1 year.

It can be extended pretty easily too.

Subject Matter Jurisdiction claims alone could tack on another year potentially.
