I think you actually have it right MD. In insurance, my agency is considered to have appointments by the carriers but a licensed employee (the agency owner) has to actually be the one to submit the appointment application and be the agency contact. Technically, the agent and not the agency is licensed but it's the agency, when it is a corporation, that contracts with the carrier, although this can also take the form of a sole proprietor agent who employs other licensed agents or simply an agent with no other employees.

So technically, an officer of mCig would need to have an MME Agent's registration card. They could then employ people who would also need to have or get an MME Agent's card to perform the needed services. The MME could then contract with mCig for whatever terms they agree on for the services/labor.
