HIGHLY unlikely. Alexander Misir is, if anything, even more crooked than the Parks/Castenir/Iodice gang. He is the guy who faked his own death in an insurance scam, after all, where Iodice just sells things he doesn't own.
More likely, Misir and the First Colombia gang hoped that they could generate buzz by pretending to merge their two Potemkin villages together. When it failed (witness the lack of sales and the needle never being moved off of no-bid), they decided to try scamming another way.
