Why would that help PHOT's terrible financial condition and continued losses?

They have already warned that they need more money to stay afloat, and that cash comes from issuance of dilutive shares at steep discounts. This usually keeps driving the PPS lower, as more and more shares are needed to be issued to get that same $1 in toxic deathspiral financing.
