Yes, that's exactly what JB said in the April interview. Let me quote: "We need at least $2 million to start."

It does not get any clearer than that. Right from his own mouth, he stated that no drilling would occur until the entire $2 mil. funding is in place. Did you listen to the interview?

Maybe it depends on what day it is. More likely, it depends on the audience and who might be listening. Who knows why he says different things to different people about what will "start" drilling. Weird, isn't it?
