I understand that when someone not trained in the law looks at the word "may", they see options.



The word "may" is equivalent to the word "allow".

Meaning, the conservator "is allowed" to do such and such. Congress has conferred/has allowed specific powers.

What is not included in the "allowed" bracket, it is not allowed.
