in cubas own constitution they agree restitution is required when property is nationalized and they have worked out restitution w many other countries, and were with us until bay of pigs n stuff. but now, this can happen quickly as they need money flow, and without restitution, congress won't lift the embargo, corporations will have less trust , they mentioned in the times article, Cuba would be worried about resuming commercial flights as their aircraft could be confiscated! Obama might be their best hope to get this done too- he can finally close Guantanamo - so this could unfold quickly, like before 2017.
