Sad thing is that often in these cases (because of the stupid loopholes and convoluted laws that allow for it), much of the penny stock shells and scams that cause investors to loose millions annually, are never prosecuted, because (get this) while the ethics are clearly questionable, no law was found to be broken. It is similar to the reason why a thug who robs a liquor store for petty cash is seen as breaking the law (felony) and can go to jail for years, but a thug who scams investors of millions via a pink sheet shell P & D may at best have broken a rule, and likely is fined at best. And even the fines are seen as the cost of doing business and are not damaging enough to prevent scammers for continuing to scam. Anyway, in the end only the lawyers make any money from court ordered restitution.
