I have to question that author's interpretation of the data and would need further clarification. Here is why... In the quota list published in the federal register it does say that there will be 472,000 grams produced in 2017 of "marihuana." However, in the same list, it separately states a quota of 409,000 grams of tetrahydracannabinols. The two separate entries for "marihuana" and "tetrahydracannabinols" can be found if you scroll down to the embedded list:

In light of all the import/export changes the DEA has also been publishing in the Federal Register, it very well may be that the U.S. "marihuana" PRODUCTION quota doesn't go up in 2017 because they may be initially importing some from Canada for research purposes, while a separate quota listing for Tetrahydracannabinols may entail importing of already extracted oils.
