A dump would be by the company or the officers. They have not sold any shares to date.

What you see is either MMs playing games with stuff or note holders like oceana selling their massive share positions.

REDG took out a crap ton of awful financing out of necessity to get us where we are. Sucks but that is what they did. If it works out as it seems to, then it was the deal with the devil that paid off. It happens.
