No, it depends on where the SP is at the time of the reverse split. Example, if they did it right now, the RS would be about 1-2500. You can see this with other stocks that went through this. To push the stock over the $4 mark, the SP would need to be at least .40 cents. WKH* just went thru this last December. their SP was around .64 and they did the 1-10 RS to get onto NASDAQ and opened up at $6 the next morning. it all depends on where the SP is at the time of the split and where they want to be after the split.
