xilinx is already shipping 16nm ff+ chips with quad-core 64 arm + FPGA logic integrated into the same chip. if intel manages to ever tape-out stratix 10, it would be playing catch-up but of course that won't even have an x86 in it, it will have quad-core arms too.
these days intel doesn't even make mobile soc anymore so it'd be difficult to have a competitive advantage with something which doesn't exist.
