John thanks for sharing your experience with the board.

What is the chance the BOP was left to the end as a safety measure because the drilling found oil and/or gas with high pressures?

"The well is plugged with the rig using drill pipe to pump the plugs through. Everywhere around here a cement plug is spotted in between every pay zone and one just above all, 100 ft below bottom of surface up to 100 ft inside (100 in & 100 out) and then a plug in top of surface."

It must take some time for the grout/cement plugs to mature. So if they did have to plug multiple high pressure zones it would make sense to leave the BOP in place. It does seem expensive to leave the rig and BOP to the end for a dry well.

Unfortunately I know little about oil drilling and look forward to your response.
