If the company is PUBLIC, it is ALWAYS factored in, there are times when the analysis of the acquirer leads to the conclusion that it is undervalued and thus the pps may not be given much weight, but there also are times (elite comes to mind) when the current pps reflects an overvalued situation and then, it does.
