This isn't about science, it is about terminology.

The point of my post and the one by es1 is to clarify what the term 'shoot pack' means to the Army. We have two different sources that each make it clear a shoot pack is intended for a ballistic vest, not a backpack. (In other contexts, it may mean something different, but I believe this is the correct interpretation of the term.)

es1's post also makes it clear that testing involves positioning the shoot pack in front of a clay block. Clay approximates the density of human tissue and gives a good indication of the depth reached by the bullet.

I should also acknowledge that the link to the Army RFP was a request for proposals rather than a contract. It is a sole-source request-for-proposals. Notice the language:

The shoot pack system will consist of a base vest ballistic filler packet and a ballistic carrier with insert pocket. The ballistic filler packet will consist of 23 plies of Honewell's proprietary Spectra Shield material (SA5128).



This is not a PR piece. My only intention in referencing this was to support my claim about the proper interpretation of a shoot pack.

Certainly I may be wrong, but it would be helpful to share other references to contrast with the evidence that has been given so far.
