Don't be too sure of that. Tracy is being investigated by the SEC. There are, in fact, TWO investigations:

As you can see, the Atlanta investigation has to do with S-1s (and one 1-A) Tracy wrote in the past two years, not with his custodianship shells. But investigations have a way of expanding.
