Your idea makes perfect sense, except...

Their legislature has moved to satiate their pharma lobbyists and their NJ drug manufacturers while looking like they are getting tough on Opioid drugs by not approving any ADF's.

So New Jersey is an anomaly in the ADF battle.

The NJ legislature passed the bill. Republican Governor Chris Christie vetoed it. Everything you say makes sense, you just have to modify the statement to properly identify who (The Governor) is being motivated by Big Pharma to delay ADF's in NJ.
