What your forgetting is that the pharm companies will lobby with government and regulate the industry.
They are not going to invest all that money so some hippie can open up a shop and sell all his mad science creations of weed and harmful edibles. All of these dispensaries will be out of business, unless they have some sort of grandfathered in rule in recreational use states... idk
I would much rather buy medicinal mj from a regulated approved place. Have you seen some of the garbage in colorado? Shit is not safe.
