"Will this wave develop?" It seems there is a pretty good chance that this wave will become at least a little bit stronger and more organized. It will be heading over very warm ocean water and also toward an area that will have more favorable winds for development. The main limiting factor may be how much this wave interacts with the islands of Puerto Rico, Hispaniola and Cuba. If the wave heads directly across these islands, it will probably have trouble getting better organized, as the mountains on these islands are large enough to disrupt the circulation.
