I don't think this PR will have much impact. In essence, this was a very convoluted way of saying "there is another delay." Now we are waiting for several more weeks until a new mini-plant is built. Unfortunately, no concrete numbers or revenue projections were given. The bottom line: we have at least a couple more weeks of no-bid ahead of us.

Hopefuly, once the new methodology is implemented, we will finally hear some real figures and projections.
