Sure they CAN Dilute ANYTIME ttcm wants to,, even when they say they aren't Filing it YET...lol = They CAN File the S-1 & Start the Dilutions!! = ttcm didn't get this Toxic Funding for Nothing!!

This is $50 Million Worth of DILUTIONS POWER...lol
