Questions about DECN "should" be answered?

Often not, and often yes. It depends on the nature of the questions and the number of them. For example, if I demanded 30 minutes a day to ask KB questions about DECN, I'm pretty sure he would decline. If I sent him a email every day asking when he was going to publicize the DECN marketing plan, that would quickly get ignored. If I called his as a shareholder and asked a few reasonable questions he would probably answer them - which he did for me.

I have a question about DECN that hasn't been answered yet. I previously asked, as did loanranger and one other poster, where I could see the original source of your following quote. To the best of my knowledge, none of us received an answer, nor did I notice a general post about the answer on this iHub board.

Please tell us where we can access the source, and if we won't have permission to access it, who does?
