Doesn't the military have a policy of awarding a certain percentage of their contracts to small companies? That alone--a matter of policy--would validate the sensibility of CVSU getting in on a contract.

As far as "wigits" go, many high-tech parts (especially aerospace) are "wigits" as you call them and are MUCHO expensive.
