I doubt they are addressing fractional shares, as this company has never paid a dividend to my knowledge. Split discrepancies are normally made up by cash pay out, or rounding.

My dropping a dime will have more economic impact when it hits the floor than any fractional shares that may exist in a .0001 ticker.
