The City Council awards the contract not approves it after someone else awards it, I even asked Fresno about this specifically and was told there was no contract awarded.

The company said said they were awarded a contract pending approval.

What actually happened was they bid on a contract and were not awarded the contract, they just lied to make it sound better.

By this logic if I bid on the contract myself I am able to say I was awarded the contract pending approval.

So they either lied, or are really really stupid in understanding contracts. I don't think they are geniuses, but they aren't that stupid, so liars it is!
