I didn't see that $0.035 trade until well after it happened, but I suspect that it was a FFT from someone who meant to enter $0.045 but accidently typed $0.035.
I'm talking about the blocks that are large AND show an average price in the ihub "Trades" view. And BTW, the broker might be taking a small cut, keeping the difference between the actual average selling price of the block and the final payment he/she gives to the seller.
At least, this is what I've read in comments from others on other boards who seemed to know what they were talking about, and it sounded like a sensible answer.
