Probably someone that prefers to lose 2% of his investment, and recover 98%, being sure his order is going to be executed right away.

There are thousands of OTC to trade out there, and people still waiting for a non coming PR, if some will come.

Personally i will reduce my shares to less than 10%, if decide to keep some, action is elsewhere. IMO
