Looks like OTC Markets halted it due to an SEC order



OTCMarkets is a for-profit PR Company. They are not a regulator and have no regulatory authority of any kind, which includes the ability to halt or suspend stocks.

The stock was suspended by the SEC for the specific reasons given in the suspension order.
