It depends on what his immediate goals are...

He could spend a lot of time, effort and money trying to get approval for their SVF extraction process in the US, fighting with the FDA and anyone else who has an involvement

OR

He can work with other overseas organisations that are prepared to pay top dollar for his product, building up a huge revenue stream and reputation which might be more beneficial in the longer term.

Just a thought...
