This is a email that I received from them that they received from their distributor in Africa.

I had strong hope for the government to legislate. I think it would have worked because the final cost to the Moto owner was very minimal. However my efforts were frustrated by the main Mobile Telecom companies which were the guys I wanted to use for tracking the motos if the government could find a way to subsidize the final cost of the moto-meter they would happily legislate. But will it?
My point of view is that with already locally registered real time benefits of the gadget over a short time. The Kampolo City Council Authority (kcca) will find the balls to Legislate.
