What if you were CEO? You knew B-OM was going slowly, and hypothetically, P is a failure, and you need $22M in the next 12 months. Would you tap Aspire for only $1.7M, post trial completion? He had immediate working capital needs (B-OM trial, changing CRO, ramping up for May start of B-UP). If Leo expected a lower sp due to P results, he would have diluted way MORE!
