I have no idea about that conclusion. I wouldn't have thought that the need to raise cash in the near term was necessarily tied to the success or failure of P.

FWIW....
R&D expenses were ~$700K more than the same quarter of last year. In part explained by:
"Research and development expenses for proprietary programs increased during the three months ended March 31, 2016 primarily due to more spending on our Brilacidin program."
$3m was spent on R&D in the last three months while $4m was spent in the previous six.
