Some reliable online dealers do sell 1000 oz bars. Like APMEX, for example:

Personally, I think it's not good idea for private investor. What would you do with 31+ kilo brick? It's hard to lift, hard to store, hard to ship, and hard to sell later. A big brick has more chances to contain some non-precious stuff inside, so it will be difficult to find buyers and convince them that this is a pure silver. They will probably ask you to cut it to pieces and test. Anyway, the premium on 1,000 oz bars is almost the same as for smaller 100 oz, 1 kilo, or 10 oz bars. That's the staff I have been buying for a while (actually avoiding even 100 oz bars).
