This is correct.

However, due to the landscape of the of the penny markets today, often times much of float goes untradeable because of DTC issues.

So will all 13 billion hit the float? Maybe, but I can sure as hell tell you that right now, those shares aren't tradeable or else we'd be bidless right now...

Either that or they are holding for higher prices to take profits on...

Either way, I dont see any dilution right now and I'm happy holding my position.
