Is VELA and/or their Officers prevented from issuing buying or selling Stock as they are under Appeal of this Court Order or SEC Ruling? If they are not and they are earning $millions per month why haven't they bought up Billions of Shares at these Fire Sale prices? And, are they permitted from or restricted from Filing SEC Required Reports during Appeal?
