They can do bulk uploads. Rick stated that in chat but because they are pushing for launch they are filling as much as they can as they go. Once things are up and running then the big bulk uploads will happen on a more scheduled basis.

As far as premium, that will come later as well. It's original intent is to offer free comics, 2nd is to add premium for purchase content as well as subscriptions. I have seen some very recent comics in there though, so it's not like its just ancient material.
