There are many more than obvious reasons. Some of which have been posted many times.

There are sites than one can go to, to gain a more rich understanding of GAAP, what skills are necessary in understanding however, might take a bit more in depth investigation. People learn their entire lives to stay on top of regulations. And I can guarantee you there are many possible reasons, some of which are excuses sure, however they do not, nor cannot change the facts.

Am I optimistic here? Sure am, why? Why not. I always look towards the bright side of what can or might be. That is the entire point of gambling in the OTC with beer money.
