The math is easy SE. If Steve sells shares he has 2 days to report it. If Steve has Robin borrow and sell them there is no reporting until the loan is paid back by Steve. How much time has there been between Robin selling shares and the reporting? The time lag (of shareholder right-to-know info) is a problem and appears to be intentional.
I'd prefer to see the math play out some other way. Based on the publicly available data though, that's what it looks like.
