Please bash this idea if possible.

AISS approach appears to me to lobby the right people to get their share of federal money.

This obviously could fail or it could be successful, so the fundamentals are questionable but ...

if you are in the lobbying business, you can't scam in the stock market at the same time, you can pursue one or the other but not both
