No offense Rex but that 12k is very inaccurate.

There were two notes from Hoppel, the first May 29, 2015 was amended to extend the payment for 12 months, the default IF they are found to be in default is 1k per day. The second note to Hoppel was December 17 for 100k. That one is not due for year. The thing that I think everyone gets hung up on is the filing issue. OTC are not required to file, which makes this weird that it says it could trigger default. Non-the-less, that actual time wouldn't have kicked in till AFTER Jan. 30, 2016.
The Oceana is strictly a share swap to convert what they owed 180k. The are getting 250 mill shares at a time up to 2 bill, but unless I missed it, the settlement could be paid instead.
So, no 12k/day fines going on that I found, and considering what is here:
