I wouldn't say this is a scam company. More like a poorly run public company whose management has not improved with time. At this point, the CFO needs to be fired and replaced with one who can manage the financials of a public company. From what I read he seems to have the experience but with the lateness of all of the financial filings its clear he is in over his head. The current PPS is a direct reflection of the failure of the company to get their 2015 filings done. Until Q2, Q3, Q4 and the 2015 K is filed, we will wonder here in no-mans land.
