Advice anyone, on the best place to find Pre or After hrs. news (if any)(for an OTC stock)?

Oh, another question for anyone: I've seen the 10k asks sitting on .0028 and .031 for the longest time. Does that mean the MM's intend on stalling any breakout at those points?
