GENERAL JAMES KLUGH (U.S. ARMY, RETIRED), BOARD MEMBER. General Klugh is Vice President of Dimensions International, a computer systems company in Fairfax, Virginia. General Klugh served as Chief Operating Officer of ESET until 2000. Under his leadership, ESET achieved success across the spectrum of information technology, distance learning, syllogistics, and telecom­munications. Before ESET, he served in the Pentagon as Deputy Undersecretary of Defense for Logistics. General Klugh is the Vice Chairman of the Veterans Development Board, where he serves alongside Donald Rumsfield, the current Secretary of Defense. General Klugh previously managed the Army’s Logistics Management College were he supervised the development of 120,000 civilian and military personnel.

PRESIDENT CLINTON NAMES JAMES R. KLUGH TO THE NATIONAL VETERANS BUSINESS

DEVELOPMENT CORPORATION

President Clinton today announced his intent to appoint Major General James R. Klugh U.S.A. (Ret.) to serve as a member of the National Veterans Business Development Corporation.

Major General James Klugh, of Fairfax Station, Virginia, is President of Executive Security and Engineering Technologies, Inc. (ESET). Under his leadership, ESET has achieved success across the spectrum of information technology, distance learning, telelogistics, and telecommunications. Previously, Major General Klugh was Deputy Under Secretary of Defense for Logistics, the senior logistics policy and management position in the Department of Defense. Major General Klugh served over 30 years in the military, where he managed the U.S. Army's Chemical, Research, Engineering, and Development Laboratories, which are responsible for chemical and biological defense systems. He also managed the Army Logistics Management College, where he developed curricula and methods to educate the Military Department's logistics research and development engineering candidates. During his military career, General Klugh also was responsible for staff supervision, direction and policy formulation for personnel management, training, and education, career management and development, and law enforcement and security for 10,000 military and 110,000 civilian personnel. He also managed the coordination, accessions, distribution and professional development of 110,000 U.S. Army military officers and warrant officers.

Major General Klugh received his B.S. in Chemistry from South Carolina State University and his M.S. in Public Administration from Shippensburg State College.
